A Clearfield County family has filed a lawsuit against Children and Youth Services (CYS), several of its employees, and the nonprofit Lifespan, claiming the agency failed to disclose a foster child’s history of sexual misconduct.
WJAC News reports, the family, identified as Doe, alleges that despite knowing the child had previously committed sexual acts against other minors, CYS did not inform them before placement. The lawsuit claims the omission led to the abuse of the family’s four children, all under age 10, and accuses the defendants of withholding information to avoid jeopardizing the child’s chances of adoption.
Pennsylvania’s Department of Human Services stated that while no state regulation explicitly mandates County Children and Youth Agencies (CCYA) disclose a potential foster child’s reported legal trouble or other incidents, CCYAs are expected to provide available and accessible information to placement agencies and prospective foster parents to ensure the placement is appropriate.
