A Rockland Township man is facing multiple charges after investigators allege he sexually assaulted a 9-year-old girl, according to a criminal complaint.
Wayne Elwood Decker, 63, of Kennerdell, is charged with unlawful contact with a minor, corruption of minors and indecent assault. State police said the investigation began after the child told her mother she no longer wanted to visit Decker’s home and later disclosed the alleged incident, which she said occurred in December 2025. During a January 2026 forensic interview, the girl told investigators Decker touched her inappropriately while she was sleeping. Decker was arraigned March 13 and denied bail due to his status as a registered Megan’s Law offender.
Decker is being held at Venango County Prison, with a preliminary hearing scheduled for March 25.
