A Jefferson County woman is facing a summary charge of animal neglect after police said she left her dog chained outside in frigid conditions without adequate shelter.
According to ExploreJeffersonPa.Com, 56-year-old Roberta Lynn McElheny of Big Run was cited after a trooper found her St. Bernard outside in about 10-degree weather with snow on the ground and a shelter that lacked straw or proper insulation.
Authorities said the dog had been left outside for more than an hour, and McElheny allegedly told police the animal had been kept in similar conditions over the past two years.
